Treasurer’s report
Available funds: Bank: $883.49
  New Shared Pathway account: $1861

A retrospective motion needed: That the BCA Inc open a new bank account specifically to hold funds donated for the Shared Pathway.  Moved: Derek Anderson. Seconded: Robyn Coates. Carried unanimously.

People expressed disappointment that the community contribution to the Broulee Skate Park was not being acknowledged by Council in its media releases. Agreed to alert Council to this situation and ask for public acknowledgement of same.

Shared pathways
Report on donations of in-kind support offered including labour, materials and morning tea for workers and volunteers.

Barbara Roberts: reported on major funding soon to be available from Australian Government for cycleways. Suggested we should prepare Council to be ready to apply for funds for Moruya to North Head project.  Agreed that we should alert Council to this opportunity and distinguish it from the Heath St project.

Report to meeting on Council’s Draft Management Plan and the inclusion therein of significant funds for the Heath St shared pathway extension. Also reports on progress with liaising with Council officers to bring this about.

The meeting showed its appreciation of the work done thus far by the BCA Inc Exec in progressing the issue of the Heath St shared pathway by a round of applause.

If Council’s special rate variation is approved, plans for the shared pathway from Heath St to the surf club will be publicly displayed and open for comments as per the usual DA process.

The first shared pathway raffle for the framed photograph of Broulee Island donated by John Hicks was drawn by John himself and Robyn Coats in full style (suit coat & bowtie for John, spangles and long gloves for Robyn!). The lucky winner was Peter Louttit who was present to accept his prize.

The second raffle of a bicycle worth $540 kindly donated by Moruya Bicycles was announced.

Dunecare Report
Funding for extra planting of 200 plants at the Surf Club has been granted.  Meet at the Broulee SSLSC at 9.30am on Weds 24th June to join in. Bring a thermos of hot water and morning tea will be supplied.

Otherwise Dunecare still meets on the 4th Sunday of the month at 3pm at the Community Noticeboard.

Report from the floor that the burnt dune bordered by Bayside Street and Harbour Drive has also attracted some extra funding for clearing and planting.

Other business
John Hicks reported on the generous rebates currently available for the bulk buying and installation of solar PV (photo-voltaic) cells for electricity generation in the home. Contacts and options were given.

Announcement: A meeting will be held in Council Chambers on the 2nd June for the local Indian Myna Eradication program. Peter Louttit has volunteered to be our Broulee rep. As such he will be trained on the euthanasing of caught birds. Courtney Fink from Council is the main contact person.

Discussion on Council’s new draft LEP (Local Environment Plan). Noted that it was available in full at local libraries and that the time for comments has been extended.

Next meeting is our annual BBQ (6.00pm) and AGM (7.00pm) on 24th September at Broulee Primary School. Jo Fafie announced that she will step down from the President’s position which she has held for the past two years and encouraged others to nominate. All positions will be declared vacant and anyone can nominate.

Last year we voted to donate $250 to Broulee Primary School for use of their facilities.
Motion: That we donate $250 to Broulee Primary School again.
Moved: Bill McGarry. Seconded: David McCann. Carried unanimously.

BCA recent activities
Report on all as per agenda. Especially significant: Application for Incorporation was successful.

Guest Speakers
Bruce Roberts on behalf of Moruya Heads South Bike Pathway committee.
Spoke in detail about how the group began by raising money and laying much of the pathways themselves in cooperation with Council. Explained their various sources of funding from raffles, donations, trash and treasure stalls and “buy a paver” scheme to donations sought from local businesses to grants applied for through Council and NSW Government. Bruce then explained how the group evolved so that by the 5th year, they were only fund-raising and giving the money to Council for the work to be done.

Debate and discussion followed.
Motion: That the BCA agrees to proceed with a shared cyclepath project.
Moved: Bill McGarry, Seconded: June Carter.

The following priority list was then established:
1.Corner of Heath and Grant St through to the Surf Club.
2.Corner of Heath and Grant St to Banksia Village.
3.Corner of Heath and Grant St to McNee St.
4.Coronation Drive to Captain Oldrey Park via Francis St.

The meeting also agreed that the existing dirt path through Bengello Protected Area at the north end of the Airport be extended through to North Head Camping area. And that Council be informed of the potentially dangerous situation on Train Street outside Broulee Long Day Care Centre and St Peters College.

The meeting asked the Executive to express all these meeting decisions to Council’s Warren Sharpe.
It was also decided to do a letter-drop to all Broulee residents and ratepayers to inform them of this decision and to seek financial and in-kind support.

Derek Anderson, Men’s Prostate Health accredited speaker, offered his services as a guest speaker to any organisation or group.

Dunecare Report
Planting at Surf Club carpark around new path on 28 Jan. 18 people, 400 plants. No losses so far. Next working bee: Sunday 22nd Feb at new time of 4pm and thereafter on the 4th Sunday of the month at 4pm.

Reports
President: Jo Fafie summarized the activities of the Association during the past year – these included:
Community activities, Art on the Path & the Sand Castle Competition at New Year
Meetings with Council to represent community interests to identify the community’s priorities for shared pathways and other environmental matters
Fund-raising to contribute to the extension of shared pathways in Broulee and surrounds, including a call for donations of cash or in-kind support and raffles
Work with Dunecare to green the area beside the new pathways at the Surf Club
Treasurer: provided a report on the BCA’s finances (see attached ) and the current total of fund-raising for the shared pathways (exceeding $4000)

Richard Fisher moved a vote of thanks to the retiring committee for its work on behalf of the BCA.
One of the new office bearers raised the issue of privacy for office-bearers if there is publication of phone numbers on the website. Action: Executive will discuss at its next meeting

Correspondence
Submission to the Council’s Draft Management Plan 2009-2114 lodged
Invitation from the Broulee Primary School to host a stall at the school fete on Thursday 29 October from 3pm. Action: The Executive will discuss
Submission to the Draft Pathways Strategy lodged arguing for higher priority for the Heath Street pathway from Grant St to Elizabeth Drive

Shared Pathways
Priorities - need to clarify these with ESC at a meeting on Monday 28 Sept 2009 with ESC representatives, Paul Anderson & Warren Sharpe, Andrew Constance MP. Peter Louttit & Derek Anderson will attend. They were also asked to raise two safety issues regarding the bridge over Candlagan Creek – a need for a safety barrier along the rocks on the Broulee side of the bridge and removal of the rusted pipe hanging under the bridge.
Need to raise with ESC the benefits of using community offers of assistance with labour now while motivation is high.
The raffle for the bike was drawn – the winner was Gary Robbins. The President rang the winner at the meeting. The President offered to draft an article for the paper providing further publicity for the work of the BCA and for Moruya Bicycles.

A vote of thanks was moved for all those who helped to make the raffle such a success.
Next raffle – proposed that Bunnings be approached to donate a wheelbarrow which can then be filled with non-perishable goods by members of the BCA & a donation of a corrugated pelican sculpture already made. Donations can be left at the Broulee Pharmacy. Action: Derek Anderson to write to Bunnings for the wheelbarrow.

Community Activities
Art on the Path – needs ESC approval. Proposed that it be held on two Sunday mornings, Dec 13 2009 and Jan 10 2010 on the grassy area opposite Broulee Supermarket. Stall holders would not be charged but would be asked to donate something to the raffle. The focus of the activity is the environment and the relevant stalls of Coastwatchers, Landcare & Dunecare etc will be prominent. Action: Executive will discuss further
Sandcastle competition – New Year’s Eve. Richard Fisher was asked to organize the event again, supported by the Committee. Need to seek approval from ESC for the event and investigate a sponsor to cover liability. Action: Executive will discuss further.

Community News
Dunecare – the group meets on the 4th Sunday of the month and welcomes volunteers. This year Dunecare has helped with the plantings in the new landscaping around the Surf Club and participated in the cleanup of the burnt area on the peninsula. Recently the ESC hosted a morning tea at the Surf Club for Dunecare members and volunteers to discuss future plans. The ESC is applying for grant money for work at Candlagan Creek. Local Health Advisory Committee – established by Greater Southern Area Health Service, meets monthly to provide community input into the operation and planning of local health services. Contact David McCann
Eradication Program of Indian Mynah Birds – an invasive introduced species. Traps are available to catch birds. Contact Peter Louttit

Vote of thanks moved for those who organized the barbecue prior to the meeting and for Jo Fafie for her work as President over the last two years.
